Con el fin de que los habitantes de Bogotá se vinculen en lo público y al control social, la Veeduría Distrital viene implementando en la ciudad un ejercicio de rendición y petición de cuentas permanente mediante la utilización del estándar internacional ISO 18091 el cual verifica 39 asuntos de desarrollo en temas de Gobierno, Ambientales, Desarrollo Económico y Sociales.

Para ello en rueda de prensa dada por la entidad a medios comunitarios, se dio a conocer la implementación de una aplicación para teléfonos inteligentes denominada “Viendo por Bogotá”, la cual puede ser descargada desde el App Store para teléfonos Iphone o Play Store para Smartphone, mediante esta, los ciudadanos en general podrán hacer reportes de acciones, hechos o actividades de lo que está pasando en la ciudad ya sean positivos o negativos. Dicho procedimiento también se podrá realizar por medio de la página web www.viendoporbogota.gov.co

“Con la utilización de las nuevas tecnologías, buscamos que los habitantes de la ciudad tengan una forma de aportar, ya que hay personas que no tienen el tiempo suficiente o la disponibilidad para participar de los ejercicios públicos, esto es una manera de participación adicional y se busca que ellos se vinculen y apropien de lo público”, afirmó Sandra Olaya, Delegada de Participación de la Veeduría Distrital de Bogotá quien agregó, que este no es un portal de quejas y reclamos ya que para ello se cuenta con el Sistema Distrital de Quejas y Soluciones de la Secretaría General del Distrito.

Una vez el ciudadano hace su respectivo reporte, la entidad se encarga de recopilarlo y enviarlo a las oficinas de atención al usuario de todas las entidades del Distrito, de acuerdo con las categorías establecidas como Educación, Cultura, Turismo, Salud, Movilidad y demás para que estas observen que está pasando en la ciudad, del mismo modo los reportes se envían a los 20 Observatorios Ciudadanos en cada una de las localidades de Bogotá, esto con el fin de que ellos fortalezcan sus informes que realizan anualmente bajo la norma ISO 18091.

¿Cómo Participar?

Según la Veeduría Distrital esta aplicación es un espacio donde usted podrá reportar hechos, actividades, acciones o asuntos que impactan la calidad de vida de la ciudadanía y donde podrá participar activamente en la construcción de ciudad y en el fortalecimiento de la confianza entre todos los actores que en ella habitan.

Según la página web viendoporbogota.gov.co, el primer paso para participar es realizar un reporte. El cual se constituye en un informe sobre hechos actividades, acciones o asuntos (positivos o negativos)  que impactan la ciudad y usted quiere dar a conocer.

Para realizar su reporte siga los siguientes pasos:

1. Título del Reporte: Utilice una palabra o frase muy corta que permita identificar la acción, actividad o hecho. Por ejemplo: concierto, árbol caído, inundación, alcantarilla rota, incumplimiento de normas, nuevo colegio, etc.

2. Categoría: Seleccione una categoría que se asocie a la acción o hecho reportado. Por ejemplo: nuevo colegio a Educación, concierto a Cultura, etc.

3. Localidad: Indique la localidad en donde se produce el reporte.

4. Dirección: Si tiene activa la georreferenciación de su teléfono y está en el lugar del reporte, éste automáticamente ubicará el sitio de origen, de lo contrario puede escribir la dirección (calle y carrera)

5. Tipo de reporte: Seleccione el ícono verde si su reporte es positivo y el rojo para reporte negativo

6. Evidencias. Si quiere incluir una foto o video puede hacerlo. Se recomienda que la duración del video no supere un (1) minuto.

7. Relato de los hechos: Describa de manera breve la situación que quiere reportar.

8. Enviar: Presione el botón enviar para hacer efectivo su reporte, de lo contrario, presione “Limpiar” para volver a incluir los datos.

Así mismo en la opción denominada “Consulte” usted podrá  conocer  el número de reportes subidos al aplicativo en un rango de fechas establecidas. Una vez determine las fechas, aparecerán dos gráficas: una que le indica el número de reportes por cada una de las localidades, y otra que le informa el número de reportes ya sean positivos o negativos subidos al aplicativo. Igualmente en la opción Menú, usted puede revisar todos los reportes que la gente ha introducido  en el aplicativo o filtrar reportes según categoría, localidad o tipo de reporte.

Finalmente la Veeduría Distrital invita a seguir haciendo un control social que sea crítico pero a la vez constructivo y que se haga sobre la base de generar espacios de dialogo con la Administración, donde esta pueda escuchar de primera mano las demandas de los ciudadanos, asuma compromisos y se puedan generar procesos de seguimiento para dar soluciones a los requerimientos.
