RIO+20 La Secretaría de Ambiente Trabajando para afrontar el cambio climático
La conservación de los ecosistemas así como los cuerpos de agua son fundamentales para una ciudad como Bogotá
Uno de los temas que más preocupa a la comunidad ambiental y en general es el relacionado con el cambio climático y lo que ello conlleva para una ciudad como Bogotá, por ello en el marco de los Diálogos de Alto Nivel RIO+20, este fue uno de los temas en los que más se priorizó pues es urgente cambiar las costumbres y estilo de vida de los ciudadanos en pro de ayudar a proteger los ecosistemas y conservar un ambiente amigable para futuras generaciones.
Por ello, la Secretaría Distrital de Ambiente viene adelantando tareas que conlleven a adaptar a la ciudad al cambio climático mediante la protección de ecosistemas y programas concretos que trabajan en la recuperación de los espacios de agua, desde el aumento de las zonas de reserva a través del POT (Plan de Ordenamiento Territorial), así como dejar zonas para mitigar el riesgo de inundación y generar un nuevo sistema de drenaje que permita que las aguas lluvias entren a la tierra y de este modo evitar las grandes inundaciones que se presentan en la ciudad. Según la Secretaría de Ambiente, Bogotá se rige en un modelo donde la gente camina, donde se utiliza el transporte público y donde se intenta compactar la ciudad para que las personas vivan cerca al trabajo y se dependa cada vez menos de los vehículos. Susana Muhamad, Secretaria de Ambiente, asegura que es un proceso de interrelación entre la ciudadanía y el Estado, ‘Si la ciudadanía tiene sistemas donde pueda ser más sostenible lo va a hacer pero si tiene desincentivos no lo hará, una acción concreta que puede ayudar mucho es generar que el carro particular sea menos utilizado, Bogotá no tiene ni territorio ni vías para seguir aumentando el parque automotor y en vez de eso se podría usar otras herramientas como la bicicleta ya que se están abriendo nuevas cliclorutas, el transporte público y caminar. RIO+20 es el aporte que hace Bogotá y los bogotanos al intercambiar con otras ciudades, este es el aporte que le vamos a hacer a los diálogos globales de la convención de cambio climático en el mundo, todo lo que salga de aquí Bogotá lo va a sistematizar, la reflexión es entre la ciudadanía, los expertos y los invitados internacionales para llevarlo como insumos en donde las ciudades y el mundo están tomando decisiones sobre el cambio climático’, agregó Muhamad.
Luego del proceso de recuperación de la quebrada de Las Delicias, el Gobierno Distrital ha replicado el mismo trabajo en 34 quebradas de la ciudad las cuales se esperan recuperar en los próximos cuatro años así mismo se han entregado 57 kilómetros de espacio verde y ambiental, ‘Es un llamado también a seguir el debate público y político sobre el POT que debe generarnos esperanza pero sabemos que el cambio es difícil que genera conflictos y dificultades y ello lo estamos asumiendo, Bogotá está cambiando su sistema de transporte utilizando tecnologías a favor del ambiente, por otra parte la ciclovía cumple 40 años, somos una de las ciudades que más utiliza la bicicleta, tenemos que aprender y apreciar lo mucho que hemos hecho pero de ese aprendizaje tenemos que acelerar y hacer mucho más’, aseguró Muhamad quien es optimista frente a los retos que se puedan presentar a futuro.
Por otra parte, luego de la sentencia del Consejo de Estado sobre el Río Bogotá, la Secretaría junto con entidades como la CAR (Corporación Autónoma Regional de Cundinamarca), ya empezaron las mesas de trabajo y se espera que se inaugure el consejo de cuenca del Río Bogotá como lo ordena la sentencia para empezar el trabajo de recuperación que como lo afirmó la Secretaria de Ambiente tomará varias décadas y por ello se debe empezar desde ahora.
