Metro con Paz
En Colombia hemos podido hacer la guerra de diferentes maneras en épocas diferentes pero no hemos podido hacer la paz. Hicimos el Metro de Medellín, pero no hemos podido hacer el de Bogotá. Confiamos en la capacidad política y estamos jugados a hacer la paz en la Habana, pero poco nos esforzamos por hacerla en Colombia. Con la paz como con el Metro, hemos tenido una maldición que debemos conjurar, y eso solo depende de nosotros, de la voluntad y la capacidad de poner de acuerdo a varios sectores, todos con intereses que muchas veces no ceden, así las consecuencias las suframos todos.
Con la paz política se lograría acabar con el enfrentamiento fratricida, para distribuir la riqueza nacional, y promover la educación, para que en la calle y en la casa respetemos el bien y la vida ajena. La cultura del yo te quito para mí, debe volverse yo te doy y te protejo, para que todos estemos bien. Y esa es una construcción educativa del sujeto ciudadano, del representante político en todas las instancias de gobernabilidad y de la administración pública y privada.
En el caso del Metro, el todos ponen es una máxima para que todos tengamos. Las Administraciones Santos-Petro, se aproximan a este entendido, y los colombianos debemos centrar nuestra solicitud en que ese propósito se consolide.
Como lo dice el IDU a través de su web, “En una decisión histórica, el Concejo de Bogotá aprobó una partida 2,4 billones de pesos, del total del presupuesto 2015, que le permitirá al Gobierno distrital negociar con la Nación un Conpes que garantice la financiación del Metro y un paquete de obras para aliviar la movilidad”. Por su parte “el Gobierno nacional aportará 6 billones de pesos de case www.build-up.co Metro con paz Por Dario Salazar para iniciar la construcción, y otro billón para el paquete de obras que facilitarán la movilidad, mientras se construye el Metro. El Gobierno Nacional incluyó la primera línea del metro de Bogotá en el Plan Nacional de Desarrollo 2014 – 2018.”
Frente a la estructuración legal y financiera que adelanta la Financiera de Desarrollo Nacional, la Empresa de Energía de Bogotá y el Instituto de Desarrollo Urbano, el presidente Santos señaló, refiriéndose al Metro “Aparentemente ya está la luz verde para que en junio nos den los últimos estudios de la estructuración financiera, para ver si se hace como una alianza público-privada o una obra pública. Ahí tomaremos la decisión para iniciar el proceso”.
Por ahora, en Bogotá se siguen realizando estudios para ver por donde pasará. Todos queremos que el Metro pase lo más cerca a la casa, al apartamento o al trabajo, todos estos intereses ahora entran en juego, más que los técnicos, porque hoy más que ayer, la industria de construcción de metros, puede hacerlo subterráneo o aéreo. Todo depende de la correlaciones de intereses de la economía y el acceso a los servicios; pero en últimas, quien debe ganar es la movilidad, o sea los beneficiarios al acceder a una mejor calidad de vida. Apenas empieza a estudiarse el impacto del Metro en la sociedad futura de Colombia. Ahí estaremos, si la vida lo permite, para que los intereses ambientales y ecológicos de todos queden inscritos en el ADN del desarrollo de la ciudad.
Mientras tanto, poner rieles por las vías de Transmilenio; aumentarle un piso al articulado; ampliar estaciones y una cuerda eléctrica para mover los buses, será la mejor propuesta de quien quiera ser Alcalde otros 4 años. Bienvenido Metro. Ojalá estemos en paz, y alcancemos a ver la obra, antes de descansar en paz.
