Eficiencia de los recursos para ciudades sostenibles

El objetivo: crear políticas que conlleven a las grandes ciudades a hacer frente a las problemáticas del futuro

 
Con la participación de importantes funcionarios nacionales e internacionales se realizó uno de los diálogos más importantes de RIO+20: Eficiencia de recursos para ciudades sostenibles, en el cual, se dieron a conocer las políticas, acciones y prácticas que se adelantan en ciudades como Bogotá, Quito y Santa Mónica (Estados Unidos) entre otras, con el fin de preservar los recursos naturales y contribuir al mejoramiento de la calidad de vida de los ciudadanos.

 
El Alcalde de Bogotá, Gustavo Petro aseguró que las ciudades deben dar el paso, y vivir otros modos de desarrollo urbano sostenible: “Una Bogotá sostenible tiene que ser diversa, que haga de su diversidad humana, como natural, su principal riqueza; que sea armónica con el territorio, con el agua, el aire y la tierra; una ciudad democrática y profundamente igualitaria’, agregó Petro, quien señaló como la sostenibilidad de las ciudades depende en gran parte de la articulación de los estamentos que las controlan.

 
Uno de los principales invitados fue el Alcalde de Quito (Ecuador) Mauricio Rodas, quien planteó como su ciudad ha venido trabajando en temas de movilidad, con medidas como la reducción de parqueaderos en los edificios, así como el control del uso del carro particular. “Hemos suscrito acuerdos con las cámaras de la construcción respecto a la necesidad de impulsar criterios de sostenibilidad; estímulos para la construcción de jardines verticales verdes; utilización de madera legal, así como criterios para limitar la construcción de estacionamientos en los nuevos edificios. No queremos hacerle fácil la vida al vehículo particular, por el contrario, buscamos limitar su demanda”, señaló el mandatario.
 

Por otra parte, el director de Asuntos Ambientales, Sectorial y Urbanos, Francisco Gómez, del Ministerio de Ambiente y Desarrollo Sostenible aseguró, que los diferentes sectores, la ciudadanía, así como los gobiernos locales y departamentales, deben unir esfuerzos y articular iniciativas institucionales para alcanzar una economía verde, donde el crecimiento económico, la conservación y el uso sostenible de los recursos naturales, sea una prioridad. “Este tránsito permitirá a las diferentes ciudades recuperar, reconstruir y reinventar las relaciones de los habitantes con el ambiente y la biodiversidad urbana, contribuyendo a tener urbes más equitativas y preparadas para afrontar los retos del cambio climático”.
 
Igualmente afirmó que es necesario establecer nuevas formas de gestión y gobernanza de las áreas urbanas y sus regiones circundantes, pues actualmente el 76% de la población colombiana se asienta en estas áreas, y se estima que para el año 2020 aumente al 80%, según datos del DANE.
 

Al finalizar el conversatorio, los alcaldes de Bogotá y Quitó firmaron el Memorando de Entendimiento que declara a estas ciudades hermanas, para fortalecer las experiencias de cooperación mutua e intercambio de experiencias, y cuyo propósito es el de estrechar lazos de amistad entre sus habitantes, así como fortalecer la cooperación entre las áreas de mutuo interés, especialmente en la incorporación de nuevas tecnologías y trabajar en temas como memoria, paz, derechos humanos, movilidad sostenible, educación inicial e inclusión entre otros.
